Germany has officially become a full member of the Common Armoured Vehicle System (CAVS) program as of January 2025, marking a significant advancement in European defence collaboration. This strategic move not only enhances Germany’s military capabilities but also presents substantial opportunities for several defense companies involved in the program.
The CAVS program, initiated in 2019 by Finland and Latvia, aims to develop a standardized 6×6 armored vehicle system to bolster interoperability and efficiency among participating nations. Germany’s accession follows its progressive involvement, including a statement of intent in 2022, joining the technical arrangement in 2023, and signing the research and development agreement in 2024.
The European Commission has acknowledged the strategic significance of the CAVS project by allocating EUR 60 million in funding through the EDIRPA instrument. This investment will enhance multinational cooperation among CAVS member states, reinforcing European defense capabilities and strengthening NATO partnerships.
Rapid Establishment of Local Manufacturing Capabilities
Together with Finnish Patria, German defence firms are poised to benefit significantly from this collaboration. Notably, companies such as KNDS, Flensburger Fahrzeugbau Gesellschaft (FFG), and Jungenthal Wehrtechnik (JWT) are expected to play crucial roles in the local production and development of the CAVS vehicles. This partnership enables rapid establishment of local manufacturing capabilities, fostering technological innovation and providing a boost to the domestic defence industry.
The CAVS program emphasizes utilizing the industrial capabilities of member nations, ensuring that a significant portion of vehicle production is conducted locally. This approach not only strengthens the security of supply chains but also enhances the technical expertise and economic prospects of the participating countries’ defence sectors.
In addition to German companies, the program’s collaborative framework offers opportunities for defence firms across all member nations. The shared development and procurement processes are designed to achieve cost efficiencies and promote interoperability, benefiting the broader European defence industry. Germany’s full membership in the CAVS program signifies a commitment to strengthening European defence ties and presents promising avenues for growth and innovation within the defence industries of the participating countries.
